They have had 2 African American ADs, 3 men’s BB coaches, multiple African American women’s BB coaches, but definitely wouldn’t consider hiring an African American football coach.
The latter of which the old white racists only care about.

I would like to see Eric Bienemy go there. I know he’s in line for an NFL gig at some point but he can definitely coach. He played at Colorado but he’s a Cali kid. I think he could recruit talent too.

Cristobal not being the clear favorite is weird to me. I don't know if he'd take it if he's offered, but I don't see why they would pursue anyone on that list ahead of him.

Can't really speak on behalf of USC fans, but will take a stab after thinking about this some
I've noticed from reading on a couple message boards that the general sentiment toward Cristobal (albeit limited sample size of the fanbase) is that they don't think he's a good enough on the field coach and/or a big enough name. Recruiting is acknowledged as being a big deal and Cristo is great at it, but I get the sense that they also have a hard time looking at conference rivals as being a potential source for a candidate. Other parts of the country (SEC) are used to picking off from other staffs within the conference or regionally, but it doesn't happen as much in the pac12 - Donte Williams notwithstanding. why not look at Cristobal, Wilcox, Wittingham (from San Luis Obispo, but LDS so maybe that won't work for them), Brent Brennan, etc.
I think part of this could also be thinking the job is better than it really is, or that they can make a splashier/better/unrealistic hire
Could also be that they don't think Cristobal is gettable, but that seems less likely of a reason
Also - the longer this goes on and the more L's piled up, the more Meyer will be the name that comes up. Fan base has been stuck on him for years
