From what I'm reading and listening to, Argentina knew that these players had to quarantine for 14 days, but they spoke to CONMEBOL and they spoke to the CBF and secretly had an agreement to play without informing ANVISA, the health department of the Brazilian government

According to Anvisa they lied and said they were never in the UK in the last 14 days.
