If we're interested in spending, seems like we would be getting mentioned now as being in on guys like Springer. We wouldn't be a preferred destination, and agents would be putting us out there as a threat to try to drive up the market. The fact that isn't happening leads me to believe we'll be doing the one-year thing again. If we're spending any money, I hope it isn't on pitching because that market actually seems decent for players getting short deals and we have some options the current team. We have zero outfielders and need at least one middle infielder (or a corner bat, if they want to try a Castro/Paredes pairing at 2b/SS that would probably be disastrous but YOLO).

I think you tender Fulmer in the off chance that he regains something and can be traded for anything. We have plenty of money and we're not bursting at the seems with folks who demand a spot on the 40 man.
You gotta figure that Turnbull, Boyd, Skubal, Mize all make the rotation out of camp. Tigers usually sign some shitty FA to a one year deal. That makes 5. They have a couple guys knocking on the door in the minors for when one of the above get injured. If you think Fulmer starts the season in AAA, then he’s defintley not worthy of the $3-4mil he gets in arbitration. Fulmer hasn’t been good in 3+ years. He was pretty bad the year he got hurt.
Figure Mize/Skubal/Fulmer/Norris really only make up 2 rotation spots. Letting Fulmer open with Skubal in a similar role to Norris wouldn't be a bad way to start the season with the goal of Skubal stretching out to become a starter later on in the season.

Not sure if that's a BA overall list and Emily Waldon just writes it up, or if she makes the list on her own. Either way, I'd bet good money that four years from now Riley Greene won't be the 5th-best player on this list. I don't think there's a Tiger prospect I can recall being more excited about than him in my lifetime. Even Verlander at the time had such a rapid ascent that I don't remember there being excitement on this level for him (at least from the younger version of me).
