Pretty sure India didn't interfere with those rivers when they fought a major war in 1971. What the defense minister is suggesting by his "if there's a direct threat to our existence" is don't try to attack our nuclear power plants / enrichment sites, don't attack our weapons sites (Pakistan supposedly keeps their bomb cores separate from their delivery systems), and don't try to topple our government, and we'll do the same. Basically, keep it to a limited, cross border dick measuring war like these 2 nations have been having every so often since 1971. There's been some talk in the Indian press about bombing Pakistan's nuclear power plants which - well, for one, would be an ecological disaster / mass casualty event - and would likely trigger Pakistan to respond by arming their weapons. Once that happens, all bets are off because how the hell do you know if there's a conventional or nuclear warhead in a ballistic missile flying towards you at Mach 20?
