Is he not signed yet due to his protests last year or is it due to his skill/play on the field? Discuss.
He's very obviously better than most of the QBs who are signed to contracts right now. He's probably still good enough to start for a handful of teams and backup for many of them. Is it considered being blackballed, though, if an NFL team wouldn't sign a player because their meathead-ed fanbase wouldn't like him? While I'm sure some teams wouldn't sign him because he's a polarizing figure publically... I'm certain other teams wouldn't sign him because it would hurt their stature amongst their fans.

I think there's many teams that don't have an issue with what he did, but simply don't think he's a good enough player to deal with the extra media attention that he could bring. So I don't think blackballed is really the right term.
collusive agreement not to sign him? no individual clubs deciding they want nothing to do with him? yes
He's simply not good enough to make you want to deal with the media attention that surrounds him. Teams have no incentive to sign him when they can get comparable production out of someone who isn't going to be a distraction at all.
I think he'll be on a team before the season. Cutler isn't signed right now either. Romo's decision getting held up kind of held up the QB market for a lot of teams and I think once that decision was made teams were waiting for the draft to make another move.

Gave up a $14.5 base to stay in San Francisco. Maybe the teams looking for a quarterback with his skill set aren't willing to pay that much.
Maybe he's asking for too much money for a backup role? He's not good enough to be a starter anymore.
Kaepernick wasn't setting the world on fire lately, but you're still probably going to be disappointed if you're expecting Hoyer to be an upgrade.
This. He made himself a pariah in the NFL and his stance was a double edged sword. He needs to decide if he wants to be an NFL player or use his fame for social issues. It's very difficult for athletes to balance both and still be a desired commodity. Teams not signing him probably has a lot to do with his ability to QB. That means more than just toss a ball and you can bet NFL teams know whats up with him. Sprinkle it with his "protests" that just gives teams more reason to shy away.
Kaepernick probably would have had a long career as a backup quarterback, but no team is willing to sign a backup quarterback with that kind of baggage.
The "distraction" in terms of the media that would come from him being on the team is really overblown. I'm not sure how individual fanbases would react, but I don't think that's as big as some suggest, either. I would be interested to know what kind of interest has been out there so far. Have to think he's gotten some calls, and I'm also assuming he wouldn't sign for low level back-up money yet.
He's the classic case of a guy who is good enough to play in the league but the the skills don't outweigh the baggage enough to make it worthwhile.
The same people upset about him taking a knee during the anthem get upset when their favorite white supremacist can't speak at Berkeley.
I don't think Shanahan himself thinks Hoyer is going to lead this team anywhere next year.....Hoyer is just a guy to fill in for next year
People can be upset at him for taking a knee but people aren't infringing on his 1st amendment rights like what happened and is happening at Cal.
his skill set requires a scheme which differs from almost every NFL offense. a team wont change their scheme to fit him, and they wont create a 2nd offense for a backup.
it's weird that someone's politics, and frankly not very radical politics, are considered to be a bigger distraction than say, when the cowboys signed greg hardy
