You already have a significant number of players that declare early and are severely disappointed with the results. Lowering the age limit would make sense for a small handful of players but I think it would be a net negative.
Yep, this is one of those instances where the NCAA probably oversteps its bounds in terms of being overly controlling over the individual, but they’re actually looking out for the general best interests of the group better than most individuals would.

I think you'd run into a lot of kids who would get really bad advice about where they're gonna get picked and they end up in the 6th or 7th round. Then they end up not getting the practice time or game reps like they would have in college and burn out of the league quickly. It's a complicated issue and I don't have the answers but it seems like it could create more problems than it's solving.

Doesn't seem like it would be that difficult to, at the very least, create some kind of panel that evaluates underclassmen where you say "if you are evaluated as a top_ pick, you are allowed to choose to enter the draft." Better way would be to not require 18-21 year olds to declare their professional intentions before they're actually offered a job and just make every college player eligible for the draft every year like hockey.
