No, Koulibaly pursuit is independent of Messi (higher priority, IMO.) Issue is with club relations post-Jorginho, and I believe Koulibaly's agent is handling the negotiations so they're moving slowly. The discrepancy in reporting deal/no-deal, and £70MM/£55MM offers is amusing, though.
