Pretty sure it was confirmed Steve told Bucky what he was going to do before he left.
The only real dispute is between Feige/Russos and the writers of Endgame. Feige and the Russo's are adamant Steve went to a separate timeline, and the other writers say he returned to be main MCU timeline. Personally, I am team separate timeline. Steve just wouldn't sit back and let bad things happen to people he cares about, like Bucky.
watching faws the kept saying Steve is gone. If the timeline stays close to what it was and considering Steve is a super soldier my gut tells me he’d still be living if he went back to that timeline in the MCU.
