I assume you mean currently. This is a tough question to answer because of the modern game's shift away from using a #10 and focus on wing play in recent years. I've always been a fan of having a #10 with 2 strikers up top (I use that setup in FIFA still). Back to your question, I don't think there currently is a better 10 than Mesut. Isco/James have flashes of brilliance but they aren't used in that role at Madrid.
In the current system where he has that freedom it's hard to beat him now. Plus he finally realized that he can finish this year so that seals the deal, IMO.
Alexis is pretty much a false 9 and Ozil is a forward 10, not traditional but it's the best attacking system we've had in a long time.

Honestly I was just making a play off your post that included the Ozil chant. I had to respond with the Dele one it inspired. Clearly at this point Ozil is one of the best (if not the best) 10's in the world. Dele is still growing into his game. They play the position very differently.
