To make a complicated thing simple: A team can only go over the cap to resign one of their current players or to sign someone to a minimum contract. So during free agency, teams that are projecting to go over the cap will almost always sign incoming players first then sign their returning players. If they sign returning players first over incoming players then they run the risk of not having the cap space to sign a free agent.

Yes but there are different maxes depending on tenure with your team, player accomplishments, and experience
I don't think there's anything like that codified into the rule book, but because the max is a percentage of cap, anything beyond 3 makes it functionally impossible to build a roster. And even with 3 you're gonna be scraping the bottom of the barrel talent wise pretty quickly

As I interpret the rule based on the Bam/Brooklyn rumors, a team can't have more than 1 player who signed a rookie max extension that it acquired via trade. You can sign as many of your own players to max deals as you want, I think.

congrats to my fellow #Portland Trail Blazers #Portland Trail Blazers alt fans for our championship second summer league title in the last four competitions. some people are calling that a dynasty but i think it's premature. but i'm excited to watch shaedon sharpe compete for the title next year. in all seriousness, it's insane that jabari walker wasn't picked until the second-to-last pick in the draft. he has the perfect skillset to be a rotational guy this coming season. i'm happy with what i saw from him and watford all summer league and even keon flashed a fair amount. sucks about sharpe but everyone else who i wanted to look good did.
