This is hard for people who never played to see, but he clearly threw him down, it’s a hockey play, he is just finishing him but he knows he will hurt the guy. No need to do this, it’s a dangerous play and the guy throwing pettersson down knew it while doing it. Whenever you see a guy off balanced and you just shove his head towards the ice , you know what you are doing

It's a shitty play for the same reason a slew foot is a shitty play. Do you "know" he's going to get injured? No, but it opens up the potential for a guy to hit his head on the ice, and you don't fuck with that. He knew he had him in a dangerous position and doing what he did could end badly.

There's no specific rule for it because it's a weird situation that rarely happens. But that could easily fall under the discretion of roughing. (Usually reserved for motions to the head, but doesn't have to be)
Slew foot is different. He hits him shoulder to shoulder and drives through him, that’s just not a cheap shot
I didn't call it a slew foot, because it wasn't one. I said it was dirty for the same reason, (because you're sending a guy down hard, off balance and horzontally) and that you don't "know" if a guy is going to get injured when you slew foot someone either. But no one would try to claim a slew foot isn't dirty just because he might have only been trying to "hurt" instead of injure him.

I just posted a slow motion replay. Watch it. It's an obvious punching/pushing motion to the neck area that sends his head into the ice. If he just fell like that it would have been fine, but that's not how it went down.

He wanted to push him down but if I go and push you in the neck, it doesn’t result in your feet going up in the air 99 times out of 100

Don’t think there’s anything wrong with the play. Guy is finishing his check and he pushes down a weaker player. Don’t want to get pushed down? Get stronger.
