They can but it means nothing in terms of the future and is not reason to crown anyone.
But the tweet was in reference to evaluating the rebuild as of now
I don't see the point in congratulating them on players people hope will be good. Nobody congratulated the Patriots on Brady when it happened. Putting yourself in a great position to be able to make draft picks and sign free agents can be commended though.

Saying the 2019 draft was strong isn't an accomplishment. It's an opinion based on doing something literally every team does (ie. drafting players).
You can list the rest of the stuff there to tell the story that it's been a smart offseason without throwing in "accomplishments" that aren't based on anything such as "strong draft class." No one knows.
Even the Rosen trade is an accomplishment even if it doesn't work out because you can make the case based on what we know that the risk/value is positive. Plus it was making a decently aggressive move.
Drafting players in the slot that was handed to you from the league and how drafts work isn't really an accomplishment until those players are actually any good or not.

best case scenario (cause I like Fitzy):
he wins the 1st game and looks great, loses the next 2 and gets hurt (but not anything serious) and is out for the year and Rosen takes over the rest of the season and we go 3-13 and have a true look at Rosen for the final 13 games, and he either plays great and we can build from there but still lose a lot of games (get the #1 pick), or he sucks but at least we know that for sure now and can grab Tua next April. Plus over $100 million in cap space heading into next offseason
All true but if he can’t come close to Fitz, then we burned a second round pick. That’s pretty concerning if there’s that large of a gap. But hey it’s early
No way of sugar coating that. If he sucks then we truly did waste an extremely valuable pick.
On the other hand, I'm all for giving the franchise as many opportunities as possible to find the next Marino, so at least they are trying.
