Well before Napoli, Milan, and other teams jumped in maybe but Roma payed less for him than Alvarez and I said from the beginning when Roma was after both that I wanted Lamela a lot more.

No they are turning down bids of that money because Leverkusen feels they can make more then that if they win the league, do well in CL, and qualify for next years CL and Arturo is vital to them accomplishing that. Now Voller would probably be more opening to selling him for that price to Roma then say Bayern and Inter.
I don't really keep up with the rumors this summer but I thought I read a quote from Bayern Lev.'s president saying they would be willing to sell him abroad for €15 million.
