I can't decide what I think about them based on what I've heard, going to have to see them live to get a better feel.
Without being too familiar with the band: Actual song content is ok...just your typical funk for the most part...but the jams are where the magic happens. I've seen danceable peaks used as a description and would say it's pretty accurate. Lighting director is good with what he has to work with. Not a bad little show for a small bar
I personally think people underrate Panic. I get the hate, but I think they're still solid tier 1. Maybe Owsley still has them solid tier one. I agree on your tier two and your yonder/greensky estimations, although I'd say Ump is the closest to tier 1, but I was raised on a good bit of prog rock. Tier 3 has to include things like Pigeons, Werks? (been getting into them recent ahead of SW420fest, and think they may be borderline 2/3, but I'm early in this thought process), twiddle. What else? Also, big question on cover bands like Pink Talking Fish (haven't seen, need to) and JRAD (higher tier 2?) I think this a great convo.
Dead, Phish and moe are easily my tier 1 Tier 2 is too many to name, JRAD, Marco B, SCI, Greensky, etc, etc Tier 3 widespread panic and too too many to count.

Also love a lot of funk, but they don't necessarily bring the imrpov I love. New Mastersounds (talent wise they are as good as anyone) Lettuce, Orgone, Deep Banana Blackout, Sugarman 3. All awesome
Heard a lot of good things about DBB, but haven't seen yet. Lettuce is good, but everyone agree Kranso lettuce is much better. I like JJ Grey and ABB. I don't disagree with where they are placed generally speaking. But I classify both as Southern Rock/Soul/Blues over straight jam. But I have no problem with their inclusion either.
My hot take is that you can't be tier one without classic songs. The Dead are obviously there. Phish definitely makes it. If you want to say ABB, of course - though I never really included them in that genre. But I probably view the scene differently, since I never really got into much of it.
Ah yes, the beloved jamband tier system. Can't even begin to explain the importance of categorizing of bands by the amount of fans at their shows and their level of washed-uppedness
