Troops getting paid by private companies rather than by a government could be termed mercenaries, and getting paid by a non-sanctioned bank means that the troops are likely being paid in part by western investors.
Some online are saying those are radar reflectors. They are assuming its being installed to defend against a cruise missile attack on the bridge.
