This looks like their turbine deck, usually in a separate building adjacent to the reactor building. Blowing up the turbine deck would incur an automatic reactor trip. There are very few things in this area which might adversely affect the plants automated safety systems.
DOD personnel and, by extension, SOF all pulled out of country back in February. CIA SAC probably still has some dudes running around there, but not SOF. It would probably take something crazy like a nuclear asset or shit going down at the Embassy for Biden to risk involving US military, even covertly.
