The Associated Press Stylebook allows the use of oxford commas for clarity.

The people who tend to prefer the Oxford comma also tend to be the kind of people who will tell a survey that they think their own grammar is excellent. Zealous, but not really the humble type. As Perlman said:

Writing with clarity is probably as important as it gets for many attorneys, besides following/knowing the actual law or knowing how to apply law you don't know but must research/learn/have someone below you figure out.

This reminds me of the conversations I've had with people in the past on the use of apostrophes in possessives where the noun is singular, but ends in "s".
The reason we use things like apostrophes or commas is to convey additional information to the reader. The refusal to use an Oxford comma, or to add an 's to the end of a singular noun ending in "s", shows a writer's complete disregard for clarity and precision.
I am not really bothered by people that are either too lazy or stupid to use apostrophes correctly. (To be clear, I definitely judge them.)
I am bothered by folks that actually consider the use of apostrophes and stubbornly cling to the simple rule their grade-school teacher gave them regardless of whether it results in confusing a reader.
AP sacrifices a bit of clarity for the sake of brevity to save publishers money. One little comma doesn't seem like a lot, but it becomes a significant cost when multiplied over millions of pages of copy.
That compromise is evident in your example. "[A]nd Stalin" is not an independent phrase and needs no preceding comma for the conjunction. Technically, "invited the stripper, JFK and Stalin," is the construction which implies the absurdity. AP views this as an acceptable risk given that most people would read the sentence as intended, and in those situations where confusion is likely, the sentence can be re-written just as efficiently to eliminate any ambiguity.
AP members fund the transmission costs associated with its wire service. For decades that meant the press was sharing the information via telegraph, which charges on a per-character basis. So the Oxford comma doesn't just eat up revenue space on the page, it also makes news more expensive to access.
