Depending on the weight of the snow that's not going to work at all. Also, they're dogs. My dogs love the snow and run around in it like kids so a patch wouldn't stop them from getting all snowy.
My dog wouldn’t piss in the snow the first few times because he hadn’t seen it until he was like 10. Plywood would work better, assuming you’re not getting feet of snow.
We have an old half Shih Tzu/half weenie dog and she is a low rider. Doesn't like to use bathroom on tall or wet grass, will just shit/pee on the concrete if allowed. Other dog is 1 and has never seen snow so no clue how she will react

Also in the Cav club over here. Have been using a large piece of an old TV cardboard box for a couple years to give her a spot to go. Last year when we got ~6-8 inches, she loved running around in the snow, but would only go to the bathroom on the little patch of grass we protected.
My gfs dog definitely struggles to pick a place to go when there's ice covering the ground. Smth about being able to smell things I suspect
We've gotten two good snows in the 4 1/2 years we've had her. She'll just absolutely take off into the snow and run in circles for a minute or two each time.
They still shut down all the schools over a flurry of snow? I recall an ice storm in the 90s and we missed school for a whole week. Towards the end one school in Shelby County still had a patch of ice. Instead of just breaking up the ice everyone had no school. Had to make it up on a Saturday.

That tarp is going to have 250lbs of snow on it and be frozen to the ground. You’ll need to shovel it off to pull it up.
It's not that hard. You go out there every hour or two and lift the tarp/plywood/cardboard box and dump the snow off to the side. Then you place it back down. Voila!
