I think the house was going to hold a vote saying that he doesn't have permission to accept payments from a foreign government for the G7 visits. The emoluments clause says that you have to get permission from congress before accepting such gifts/payments and Dems wanted to make sure he didn't try to weasel out of an emoluments violation by saying something like "congress never explicitly expressed that I couldn't accept these payments; therefore, they gave their implicit approval."

Something I find interesting about his language skills is that his cartoonishly out-sized ego doesn't allow him to see any portion of the world objectively. Absolutely everything is viewed through a pathetically narrow subjective lens; therefore, all his language must be descriptive. There is no third-person in Trump's world.
