That not how the system is intended to function, and I doubt Obama really wanted to have to do that. Trump could’ve had wall funding a year ago through a normal leg process, but instead the GOP just co-signed a far more obvious and transparaent overreach of executive action that wasn’t necessary at all.
It’s a little bit of that, but also comes just from having a longer time horizon and broader perspective. Everyone gets that as they age.

That donut is where private plans could do their thing, and then of course there could be VIP or concierge plans for anyone that wants to opt out and has the means. They could be in touch but partially informed, limited by their life experiences. People know and understand more at 35 than 25, and at 45 than at 35. No argument at 75+ wrt to politics. They are both out of touch and likely naturally impacted by dementia or some form of cognitive decline.
