most policy political reporters thought tax reform/budget were more difficult paths than health care they thought there was a way for health care to get through mainly off the hypocrisy of not doing it after nearly a decade of campaigning on it and you can buy people off/hand wave some things that make the disparate ends mad by making it complicated tax reforms and budget are very explicit battle lines for who makes up the GOP so yes I too expect them to fail on this like health care
