It should also be pointed out that after Bush labeled Iraq, Iran, and North Korea as an "axis of evil" then proceed to invaded Iraq, North Korea and Iran stepped up their goal of acquiring a nuclear deterrent. Having the military bogged down in the Iraq quagmire limited our ability to wave the stick very effectively.
The decision to invade Iraq will go down as one of the biggest fuck ups in human history. Other than hundreds of thousands dead, thousands of Americans dead, the creation of Isis, a destabilized Middle East... an emboldened Iran and North Korea is like worst case scenario. Oh, and we still haven't found any WMD stock piles they promised that we would find. Every Neo-Con can fuck right off.
The book The Dead Hand goes into how after the Soviet Union collapsed, their were some 100,000 Soviet scientist and engineers with valuable knowledge in creating WMD's and suddenly making no money with no job prospects. Tehran and the North Korean's kept trying hire them. So this wasn't a problem Bush created, but he did exacerbate it for a stupid applause line in a State of the Union speech. North Korea did hire Russian experts on every part of a rocket system separately, saying they wanted to launch satellites. They were blocked from going to North Korea, but it is scary stuff. Also terrifying stories of Russian political and military leaders being completely sickened seeing a test of their super-smallpox virus on guinea pigs or rabbits.
