They actually had plans to put in a command and control bunker like this in the Cold War so the President and Joint Chiefs could coordinate a nuclear war with the USSR. The assumption was that the White House would be nuked early and the bunker would be deep enough to survive the blast. They nixed the plan when it was going to be expensive and whoever was down there was just going to be stuck there after overseeing the end of the world and no one wanted to stick around another few weeks in a bunker waiting to die.
