that sounds like it makes some sense but I don’t know enough about his fundraising structure or campaign finance specifics to have an educated opinion about that. He declared for reelection in 2017 so I don’t think the law poses some huge barrier to grifting once you become a candidate

My thought (probably not my thought) was he learned last go round he left money on the table by declaring, but he also might be just waiting on the right news cycle. Which sounds very plausible.
