They likely had the polling in those/some areas (that I think I know what youre referencing) correct. What explains the polling error is the makeup/composition for all areas reflected in the poll was weighted incorrectly. The demographics in 2016 were less diverse than anticipated. That is not a polling error, but an error that leads to erroneous polling. It is how you would explain Obama running far ahead of his polling in 2008 or 2016 + will explain Dem House candidates coming closer than expected in some areas in spite of gerrymanders. (Lets ignore the fact the National polling was more or less accurate). Much more intuitive than a quasi Bradley effect.
