I recall there being some discussion at the time about the State Dept. not making it as clear as they couldashoulda with Saddam that he needed to stay out of Kuwait. I'm not particularly inclined to blame it on missed or mixed signals, because at the end of the day he should have calculated that we wouldn't let naked aggression like that stand in an area that we deemed vital to our energy security. Once committed to military action, Bush wisely refrained from invading Iraq itself, knowing full well that if he broke Iraq he'd own it, and he understood that getting rid of Saddam wouldn't be worth the cost of having to garrison the country for x number of years. I do think that he dropped the ball on protecting the Kurds in the north, though, but that decision may have had more to do with allaying Turkish concerns than anything else.
