Your theory doesn’t make any sense. You’ve assumed that the August 302 is related to the January memorandum and not describing two different events when we know Flynn has had something like 19 interviews with the FBI/SCO. You’ve assumed without evidence that Strzok is involved, again without evidence. You’ve assumed there is a Brady violation even though defendant is obviously in possession of both documents since they quote and cite to them in their sentencing memorandum. And you’re ignoring that the context of their citation is a sentencing memorandum - not any sort of Brady motion or anything else related to misconduct. If there was misconduct, why on earth would their attorneys be sly about it and hope the judge takes the bait instead of challenging the validity of the plea?

The much more likely explanation is that the record is simply incomplete when it comes to providing justification as to why Flynn should serve no jail time.

These people have defense attorneys that have agreed to enter guilty pleas to federal prosecutors for their clients committing federal felonies. That doesn’t happen if these aren’t even crimes.
