Agree to agree. Every city/stadium will gladly rip up their turf to put in sod just to rip that up again. It’s a no brainer.
If the Pontiac Silverdome laid down grass for the '94 WC, every potential city that has a stadium with turf will do the same thing. IIRC, Giants Stadium was also turf back then.
For the WC, they'll lay the grass down well ahead of time so it isn't shit like we've seen for many friendlies.

No, see the Women's World Cup in Canada. And these stadiums won't lay the grass over turf. It's really a non issue. The grass used in turf stadiums for '94 were perfectly fine surfaces. They were laid down a couple months ahead of time.
Canada is catching shit though for saying they'll lay grass down in Edmonton or Montreal for 2026, but didn't in 2015 for the Women.
