Emergency teachers can be a problem in certain districts, but its not usually for the reasons cited in that article. They aren't hiring non-certified teachers when certified teachers are available to save money, especially in tested subjects like science or math. Now, districts will hire a 22/23 year old who is certified right out of college over a more experienced teacher to save money. But they can thank the nonsensical CBAs that pay people by seniority for that.

I knew one. Basically it’s a really nice guy that married what he thought was a nice girl. She worked half the amount of hours he did in a year so she had space. I want to say he thought she was reliving her youth lol, but now she is on sex offender list.
