It's basically a pronunciation thing, you say Ozil like "ur-zeel" not "O-zeel". Similar thing for Thomas Muller (with umlaut), that's why you'll see Thomas Mueller. They are just spelling it out how it's essentially pronounced in German. I cringe when English announcers say "mull-er".
