I don't think the first and third quarter impacts consecutive timeouts, just the penalties. but that is how I read it.

In addition to the clock rules, teams are now no longer allowed to take consecutive timeouts. It wasn't uncommon to see a team with multiple timeouts take those to ice a kicker ahead of a late field goal attempt in a half. Now, teams can only take one timeout in that scenario. via Yahoo Sports

I can’t imagine this dramatically reduces the number of plays a game. Most teams will run up and snap the ball as quick as they can after a first down.

I also think there was some really innovative offensive strategy built off the clock stopping after first downs that helped add more cultural differentiation to programs (ie Oregon under Chip) and made the college product different from the NFL. So I too will lament this change. College football continues to move in the direction of minor league NFL football.
Generally I agree but I wish they'd move towards how the NFL handles reviews. There are so many pointless reviews of inconsequential plays. You want to shorten the games? Start there.
Coaches aren't going to completely change their playcalling habits because of this. Clock isn't even a factor in pace of play outside of late half/game 2/4 minute mode
