Biden was allocating border control resources towards those that were violent offenders and having them conduct individualized assessments on whether the person was still a potential or actual threat after their release from prison. LA and TX argued that they had to continue to detain any person after their release from prison for certain crimes even if there was no reason to believe they would be a repeat offender. SCOTUS essentially said no standing.
