The first ever WWF ppv I watched was King of the Ring 1999 with the Shane/Vince vs Austin ladder match for control of the company with the CM raising the suitcase up every time SC got to the top. I was 9 and absolutely seething over the unfairness of it all.

Untrained fighters in contests with confusing rules and referees who didn't know how to referee those kinds of contests is pretty dangerous. Guys got legit knocked out, and Steve Williams got hurt (among others I may be forgetting). And I don't think they really screwed over Bart Gunn other than the Butterbean thing. That was dangerous and they should have never put him in that position. It's kind of ridiculous to take a guy who had never been more than a mid-carder at best and suddenly he's wrestling for the title against Stone Cold on a PPV. Who would have paid to see that?
That second part was their own stupidity. They legit thought that Dr. Death was going to win so they were going to use this for his push. The issue was crazy things happen when shit isn't scripted. The Butterbean thing was absolutely payback for Gunn winning.
