They have to spread from the urban counties. Franklin and Hamilton have gone from red to solid blue in the last 20 years. Suburban Warren county outside of Cincinnati was gerrymandered into Hamilton because the GOP thought they could hold it that way. Warren is now being represented by a Democrat in Congress for the first time since Abraham Lincoln won the Republican nomination.
