The state could mandate it. Being spread out in a park and being on a trail passing people isnt the same. Also NY for the most part wear masks out on the street so it's not comparable.
Wearing masks at state parks? NY most definitely will in some capacity. The beaches are going to be complicated but I guarantee there will be guidelines.
I’ve seen people outside walking at parks in Columbus in masks but it’s pretty rare. Most people just give people space Go inside a store and 98% of people are in masks

Depending on how long this crisis lasts, we may finally hit a boiling point as far as the poorest parts of society being too large in numbers to ignore. History has shown us that there is a point in societies where greed goes too far and things change.
The States are all over the board in terms of how and when they gather and publish the data. Someone would probably have to contact each county to get their data and then compile it. As far as deaths being down, it’s possible that some states which have not been hit hard by C19 might see fewer deaths due to reductions in automobile accidents and other causes.
This is how we are in our park (it’s private) but when we take our dog out we are never even 20ft near a person. I don’t wear a mask in the morning when I run but there’s also no one out there at 430 am. We also will look out the window and see if it’s “crowded” and wait till it dies down before we take the dog out. Only thing that gets me is people sitting and laying on the benches. They don’t clean those things. Same as gate code thing and handles. Have to use a napkin or people will just use an empty poop bag over their hand but not a lot of them. If they said we had to wear a mask we’d gladly do it. Biggest problem is there are older people who always want to try and come up to let their dogs play with yours and try and talk so constantly have to just watch for them.
Yeah I still think you could delineate types of deaths in the data if there was a good reporting bank of the info. IE total deaths are up 70k and 80k related to COVID. IE, not another flu and offsets are car accidents. The amount of people saying just a bad flu is still amazing to me.

I will again say that the WH strategy for re-election hinges on the economy showing improvement by late September. In their minds this means people MUST go back to work, regardless of the risk. Sending relief checks to them reduces the chances they will take that risk. That’s the real reason the Democrats’ bill was DOA in the Senate. I will also hazard that the WH wants to send checks to everyone after Labor Day and timed to arrive just before the election, thus the “It’s too early” talking point from the Senate.
Businesses need the liability protections that the republicans have been pushing for a few weeks in order to get things back. I see a compromise where they do that with another stimulus bill. That should be a nonstarter for the Democrats but I think they cave on it.
