They're actually not exploited, they are paid based on what they pick, for someone that does not know what they're doing they wouldn't get close to minimum wage. Those who know what they're doing can get anywhere from $15-$20 per hour.

I would not argue that it is not exploitative as much of the work that day laborer tend to do usually are that's part of the reason my county created an office to deal with these type of issues, getting day laborer off the streets being the main reason.

I'm pretty sure it was on Pod Save America where Obama explained how when they passed the ACA, there were a bunch of freshmen congressmen from swing districts that knew that by passing ACA, they would likely be voted out. But they valued benefiting the American people more than their political careers. There is a perverse incentive to do things in government that seems hard to solve.

I have decided that republicans fail to grasp that things dont happen in a vacuum, actions you take will cause a reaction from other people. This is so clear in their policy stances. "deport all illegals!!1!" Ok, your food prices will dramatically increase. "charge a tariff in mexican goods!!1!" Ok, Mexico will charge one on American goods. "lower taxes for the wealthy" Ok, you will get shit schools, utilities, less military $$, worse roads etc.
Now their landmark legislation, that they all ran on, is to destroy it. And they can't, because enough of them realize its going to fuck over their constituents.
I think the most elected Republicans understand these things, so they stop short of implementing the things they say they want to do. But they figure saying it will help them get elected. I'm not sure which interpretation of Republican awareness paints them in a worse light.

I'm quoting myself, but Obama was able to convince Congressmen to vote for a controversial bill that would doom their advance because he had earned their loyalty through a message they all believed in. Republicans and Democrats all know that Trump doesn't care about policy. Everyone knows Trump is a bullshit artist. Why would Republicans assume a man without loyalty, would back them up if they go on a limb for him on healthcare or a tax reform bill if it falls apart? Republicans will shield investigations into Trump because Paul Ryan and Mitch McConnell don't want to answer questions like, "Why did you support a man for President after receiving intelligence briefings that his campaign was possibly coordinating with Russia to undermine Clinton?"
