Not really sure what goes into where these licenses are granted, but the McAllen/Reynosa metroplex is one of the biggest population centers along the border (and drivable from Corpus and, to a lesser extent, San Antonio). And it's probably far enough away from both the established tourism area at South Padre and the legalize gambling in New Mexico & Juarez to elicit minimal objections.
