    Rarely watch it. Since Texas took the funds and discontinued the program they should pay it back. It’s not a Republican or Democrat issue like Ragecane portrays it. Cali had a similar circumstance where they accepted billions federal money for a rail system that was canceled. Should they not have to pay it back?
