Assuming he killed himself as soon as he went out there he could have bloated, and then sunk to the bottom and no way to find the remains until it dried up enough. North Port isn't too far from Tampa, so I'm guessing they also haven't gotten any real rain in a while and it's just now dry enough to be revealed
