Live and visit are two different things. You can have a great quality of life, clean streets, ample job opportunities, safe neighborhoods, affordable housing and other amenities but not necessarily be an exciting destination for non-residents. Hell, most of the places I've enjoyed visiting in my life are places where I wouldn't want to live full time.
